What's the special thing about Progressive actually? I have no idea what it means for music ...Or just, what it means at all

It means experimental. Different time signatures and such.

Songs in the Progressive genre usually are long and contain complex song structures and time signatures. Some examples are Rush, Dream Theater and Between The Buried And Me. Sometimes the artist borrow from other genres such as Jazz and Classical music.

I find a lot of progressive metal that I've heard to be dull. (inb4flamewar) All depends on the artist. Progressive Rock is generally a better genre, though.

Some progressive metal I can stand:
Vektor is one of my favorite bands Watchtower Cynic Devin Townsend Obscura Opeth isn't TERRIBLE, just boring Crack The Skye is a good album, although not my favorite Mastodon album ...And Justice For All (Metallica) Awake by Dream Theater isn't that bad, nothing great though. Persistence of Time by Anthrax is a fairly progressive album, and is one of my favorite albums by them.
