Yup. You adjust the tightness of the heads to get either a lower or higher sound.

PLus, the drum has to be in tune with itself. Equal tension at every point on the head. That where the dial comes in.

Same. I can make them soudn the right pitch, but I can get them n tune, so you get this horrible ring and overtone. That's where this dial helps.
