I'm pretty sure N. Ireland wanted to stay with England because of religious reasons. And also attacking England from Ireland is ill-advisable. I wonder if all of the hours I've put into strategy games like CIV will help me with this?

Also some countries you can claim that died afterwards you can give birth to them and stop them from their downfall. Like Serbia, Ottoman Empire and such.

Hmmm...Palestine isn't a good choice I think because of the establishment of Israel after WWI.

Actually if it's done spot on, once the game begins, Ireland will still be somewhat under British rule. Then in 1916, we have a rising against the British, which leads to Treaty negotiations, where we're given freedom and the British army pulls out. But they keep the 6 counties in the North. Then there's a civil war circa 1921. So there could be a lot of interesting things in relation to Ireland, especially early times. Then during World War 2, we'll be negotiating with the Us and England for allowing bases to be set up, while still stressing neutrality.
And then in the 70's there's militant troubles with bombings up North. And in the 1990's theres negotiations for these militant groups to lay down their weapons. So it could be quite an interesting game really.
And of course, Ireland doesn't exactly like to mess with the bigger nations anyway.
Actually we'll probably be negotiating with the germans for guns in the early game (EDIT: oh right, tis only oil and coal we can negotiate for), cos we want them to fight the British. Fact, happened.

Oops I mean WWII. Forgot to put the 2nd I. Silly me. Austria is better. During WWI it was Austria-Hungary (but collapse into the two Austria and Hungary afterwards).

Cuba was technically under U.S. influence in 1917. Wasn't 100% independent. The U.S. could supervise in their finances and intervene in their Government if need be. As of now Cuba should be an NPC.

France and Great Britain have to be player controlled for the game to start. France,Great Britain,Russia,U.S.A,Germany. Must be player controlled the players left over can then be minor nations. Japan is optional but is still a major.
